Order of Business (13 May 2014)

Billy Timmins: On that issue-----

Order of Business (13 May 2014)

Billy Timmins: I refer to No. 10 on the Order Paper which deals with the inquiry into the banking crisis. I note the timings allocated for that debate tomorrow preclude about ten Members of this House from having an opportunity to speak. Perhaps it is an error in the timings. I ask the Taoiseach if he would request the Chief Whip to extend the time by ten minutes to give others an opportunity to...

Order of Business (13 May 2014)

Billy Timmins: Ten minutes is all we need.

Topical Issue Debate: Flood Relief Schemes Funding (30 Apr 2014)

Billy Timmins: I thank the Minister of State for his reply. It is ironic that we are talking about flood relief in Arklow when there has been a dramatic shortage of water in the greater north Wicklow area – Greystones, Enniskerry and Kilmacanogue - in recent days. The area is supplied by the Vartry river, which also supplies a large part of Dublin city. Ironically, Dublin city has not suffered but...

Topical Issue Debate: Flood Relief Schemes Funding (30 Apr 2014)

Billy Timmins: I support the points raised by Deputy McNamara. Farmers are suffering due to the beef prices. Hopefully, the Department will put in place a scheme that can assist them in ascertaining what the market demands. I thank the Ceann Comhairle for selecting my topic and the Minister of State, Deputy Brian Hayes, for coming to the House despite a very busy schedule. I wish him well in the...

Oireachtas (Ministerial and Parliamentary Offices) (Amendment) Bill 2013 [Seanad]: Report Stage (1 Apr 2014)

Billy Timmins: I would like to have the Minister on my debating team because, in fairness to him, he put up a good argument for a case that does not actually exist. With regard to this not being part of the Bill, the Government has brought in several Bills that have completely unrelated pieces of legislation within them, for example, the Civil Law (Miscellaneous Provisions) Bill, which included the good...

Oireachtas (Ministerial and Parliamentary Offices) (Amendment) Bill 2013 [Seanad]: Report Stage (1 Apr 2014)

Billy Timmins: Deputy Naughten has very elegantly covered virtually every aspect of this. It is not legislation that excites the public and this amendment certainly does not do so. It will not remove from the television screens the ongoing shambles at the Department of Justice and Equality. However, it is a very important Bill. The Minister is one of the few members left in the Labour Party who comes...

Garda Inspectorate Report on the Fixed Charge Processing System: Statements (26 Mar 2014)

Billy Timmins: Any time I listen to a debate about the security forces I am acutely aware of the shortcomings that are outlined but, having served in the security forces, I find it stomach-churning to hear issues debated with a lack of understanding, often by people who are less than role models themselves. I am also conscious of the lack of resources across the spectrum and the fact that, as we speak,...

Recent Flooding: Statements (12 Feb 2014)

Billy Timmins: I thank Deputy Flanagan for sharing time. In the first instance, I send my sympathies to the families, relatives and friends of those who have lost their lives during this tragedy. I think particularly of the tourists in the Sheep's Head area. I hope people can remain safe for the duration of these storms. I acknowledge the work of the emergency services, the ESB and other essential...

Topical Issue Debate: Hospital Services (5 Feb 2014)

Billy Timmins: Historically, when there is a difficulty in this country, the political establishment and institutions have morphed together to conspire against the citizen. That is something I have noticed more in the past couple of months as I reflect on issues. We seem to lose track of why we were elected and how we are here to represent the people rather than conspire with institutions in silence. ...

Topical Issue Debate: Hospital Services (5 Feb 2014)

Billy Timmins: I extend my sympathy to the families and relatives of those involved in this case and other similar cases. I also acknowledge the hard-working staff in the maternity units in hospitals around the country. This is causing a lot of grief, particularly to those in Portlaoise hospital. The Minister should not have to be here today. Why is the Minister in the Chamber? He is here because we...

Order of Business (4 Feb 2014)

Billy Timmins: I understand that time will be provided tomorrow for No. 23 on the Order Paper, statements on the current situation in Northern Ireland. Does the Taoiseach propose to allocate time to discuss the findings of the Smithwick tribunal report? It was published several months ago and is now in a vacuum, which may be unhelpful in the long term.

Ceisteanna - Questions (Resumed): Seanad Reform (4 Feb 2014)

Billy Timmins: I agree with the Taoiseach in his assertion for several months that the Seanad is dysfunctional and elitist, points we all recognise. This has happened because of the way various Governments treated the Seanad. Snowing it under with additional work might not be the solution. There is enough consensus around the House to make the Seanad more productive, more representative of the people and...

Oireachtas (Ministerial and Parliamentary Offices) (Amendment) Bill 2013 [Seanad]: Second Stage (Resumed) (29 Jan 2014)

Billy Timmins: I have not been outside the door.

Oireachtas (Ministerial and Parliamentary Offices) (Amendment) Bill 2013 [Seanad]: Second Stage (Resumed) (29 Jan 2014)

Billy Timmins: Deputy Mathews can use those posters during election time but they do not count as election expenditure. That is my understanding of the legislation and the election expenditure. It does not count towards the election expenditure, if it is purchased outside the election period. Am I correct in that?

Oireachtas (Ministerial and Parliamentary Offices) (Amendment) Bill 2013 [Seanad]: Second Stage (Resumed) (29 Jan 2014)

Billy Timmins: Am I incorrect?

Oireachtas (Ministerial and Parliamentary Offices) (Amendment) Bill 2013 [Seanad]: Second Stage (Resumed) (29 Jan 2014)

Billy Timmins: I am not so sure that I am incorrect. The Minister might deal with that point in his response. I have used posters for two or three elections. Like Dorian Grey, I have never aged. Like most Members, I have used posters from two or three elections back.

Oireachtas (Ministerial and Parliamentary Offices) (Amendment) Bill 2013 [Seanad]: Second Stage (Resumed) (29 Jan 2014)

Billy Timmins: I have re-presented them.

Oireachtas (Ministerial and Parliamentary Offices) (Amendment) Bill 2013 [Seanad]: Second Stage (Resumed) (29 Jan 2014)

Billy Timmins: How much time do I have left?

Oireachtas (Ministerial and Parliamentary Offices) (Amendment) Bill 2013 [Seanad]: Second Stage (Resumed) (29 Jan 2014)

Billy Timmins: When one lives in a constituency like mine, one learns to have eyes in the back of one’s head so I can see all four clocks. I have used posters from one or two elections back and did not declare them as expenditure in the election. I hope I am not going to get the cosh now. No better buachaillí, I am thinking to do it when I leave here. That would be my interpretation of the...
