Public Accounts Committee: Special Report 109 of the Comptroller and Auditor General: National Asset Management Agency
National Asset Management Agency - Financial Statements 2019
(8 Oct 2020)

Brian Stanley: Regarding the non-competitive nature of the valuation, Mr. Williams said that Avestus was only given exclusivity a long way into the process. The valuation used by NAMA was a 2009 valuation. Part of the portfolio related to Irish properties which we would all accept would have dropped from 2009 to 2011. Those of us who were around at the time would have seen that happen. The other part of...

Public Accounts Committee: Special Report 109 of the Comptroller and Auditor General: National Asset Management Agency
National Asset Management Agency - Financial Statements 2019
(8 Oct 2020)

Brian Stanley: Mr. McDonagh argued in his opening statement and in previous documentation we received that it was the best gain in the circumstances for NAMA and the State. How can he argue that if there was a total absence of any other valuation or independent valuation? Does he not see that there is a defect in that?

Public Accounts Committee: Special Report 109 of the Comptroller and Auditor General: National Asset Management Agency
National Asset Management Agency - Financial Statements 2019
(8 Oct 2020)

Brian Stanley: Could any major NAMA debtor or someone involved in setting up Avestus have in any way gained from Project Nantes?

Public Accounts Committee: Special Report 109 of the Comptroller and Auditor General: National Asset Management Agency
National Asset Management Agency - Financial Statements 2019
(8 Oct 2020)

Brian Stanley: Or any NAMA debtor involved in establishing Avestus. Is Mr. McDonagh confident that no person would have gained from the sale of Project Nantes?

Public Accounts Committee: Special Report 109 of the Comptroller and Auditor General: National Asset Management Agency
National Asset Management Agency - Financial Statements 2019
(8 Oct 2020)

Brian Stanley: I understand that NAMA has about €1.2 billion to €1.3 billion left in assets. Tomorrow is the first day of the future. Can Mr. McDonagh assure the committee and public here today that, when disposing and making use of those assets, the taxpayer and the State will receive the maximum benefit?

Written Answers — Department of Housing, Planning, and Local Government: NAMA Social Housing Provision (16 Jan 2018)

Brian Stanley: 1756. To ask the Minister for Housing, Planning, and Local Government the locations and numbers of the social housing units delivered by NAMA in 2017 (details supplied). [1144/18]

Rent Certainty and Prevention of Homelessness Bill 2015: Second Stage (Resumed) [Private Members] (2 Dec 2015)

Brian Stanley: ...considerable cost and would require a significant outlay for what is being hailed as a temporary solution. We have the scandalous situation where a substantial number of properties are still on the books of NAMA and the IBRC. The properties could be provided and work could be completed on them for a fraction of the proposed cost of the modular housing. That would be far better than...

Housing and Homelessness: Motion (Resumed) [Private Members] (18 Nov 2015)

Brian Stanley: ...housing stock there are never more than four or five houses empty at any one time. The situation in other parts of the country is not as good. Many vacant houses which are under the control of NAMA and the banks we bailed out lie idle while people are homeless, which is evident in many of the doorways only a short distance from here. We need to bring those houses into use. To do...

National Asset Management Agency: Motion [Private Members] (20 Oct 2015)

Brian Stanley: I welcome the opportunity to speak on this motion. We heard the allegations and concerns about the sale of the Northern Ireland loan book of NAMA. Major concerns have been expressed in the House and there have been allegations about people receiving payments from American companies which wish to acquire assets held by NAMA in the North. In April 2014 Cerberus bought Project Eagle for...

Social Housing Policy: Motion (Resumed) [Private Members] (30 Sep 2015)

Brian Stanley: ...who are sitting on sites to either use them or lose them. There are 123 such sites in the county. In the short time I have available, I want to outline a few figures for the Minister of State. NAMA has made 6,500 residential properties available for social housing, according to my information and has made that known to the Minister of State's Department and to the councils. However,...

Urban Regeneration and Housing Bill 2015: Report Stage (7 Jul 2015)

Brian Stanley: On the amendment, an attempt is being made to put a levy on a body that is to be wound up. I am not too sure what the benefit of that would be. While there are many questions surrounding NAMA, it is a public body. Based on what we are being told, it will be out of business soon. The real issue is not that NAMA will be sitting on vacant land but that it has not delivered social housing....

Civil Debt (Procedures) Bill 2015: Second Stage (3 Jul 2015)

Brian Stanley: ...has a good record on these matters, it means that developers and speculators are still getting favourable treatment from State institutions that are supposed to be looking after the interests of the people. NAMA has refused to sell land to community and other organisations while selling off assets at knock-down prices to US vulture funds of the type who are already involved in hiking up...

Committee on Environment, Culture and the Gaeltacht: Select Sub-Committee on the Environment, Community and Local Government: Estimates for Public Services 2015
Vote 34 - Department of the Environment, Community and Local Government (Revised)
(3 Mar 2015)

Brian Stanley: ...not be matched with any affordable scheme and that is a reality. In parts of the country that is not the case. There are huge schemes of houses lying empty that are either with a receiver or with NAMA. Could we not take a more imaginative approach? Many people are caught in what is called the grey area. The income thresholds for local authority housing are too low. A person who...

Income and Living Conditions: Motion (Resumed) [Private Members] (25 Feb 2015)

Brian Stanley: ...were given a veto, which we pointed out at the time. This needs to be revisited and there needs to be a level playing pitch for people. The small people stuck with these mortgages do not have a NAMA. The number of people living in material deprivation and the number of children living in poverty are high. One sixth of people with a job, and 28%of children, are in poverty. I heard the...

Housing Provision: Motion (Resumed) [Private Members] (24 Sep 2014)

Brian Stanley: ...estates in the small village of Borris-in-Ossory, County Laois, at various stages of completion. Local authorities must be empowered to acquire such estates, irrespective of whether they are in NAMA or in receivership, through site resolution plans. The current situation constitutes a crisis. We need big initiatives, and the time for action is now.

Ceisteanna - Questions - Priority Questions: Social and Affordable Housing Provision (17 Jun 2014)

Brian Stanley: ...five acres in Portlaoise and two acres in Portarlington. A further 23 acres in Mountrath, Rathdowney, Durrow and Ballinakill are in the ownership of the Housing and Sustainable Communities Limited, the NAMA for local authorities set up several years ago. These could be transferred back to Laois County Council, giving a total of 30 acres of land available for housing. A small fortune is...

Other Questions: Local Authority Housing Provision (4 Feb 2014)

Brian Stanley: ...year. There are more than 100,000 people on the waiting list. Housing need has doubled. In County Laois the housing waiting list has more than doubled over the last four years. Fewer than 500 NAMA properties have been developed. Private rents are increasing. Some of the rental accommodation scheme, RAS, tenants who rely on social leasing are being moved on because landlords decide...

Other Questions: Unfinished Housing Developments (5 Dec 2013)

Brian Stanley: ...in, the Minister might take on board an idea I heard this morning, that where the State has to pick up the tab on estates on which there is some infrastructure, it acquire the sites, especially if NAMA is involved. This would be cost-neutral and the sites could be used for the development of affordable and social housing.

Local Government Bill 2013: Second Stage (Resumed) (23 Oct 2013)

Brian Stanley: .... Under our stimulus package, Sinn Féin proposes and is committed to building 9,000 homes in 18 months. There are 112,000 people on housing lists across the 34 local authorities. There are 33,000 empty homes in unfinished estates. NAMA has identified 3,500 homes that are ready for allocation to social and voluntary housing. The Minister of State with responsibility for housing...

Housing (Amendment) Bill 2013: Second Stage (2 May 2013)

Brian Stanley: ...or the social dividend for the people? The situation in which we find ourselves is absolutely ridiculous. The Government must do two things. First, it must seek to put those families who are waiting to be housed into houses. NAMA has identified 3,200 apartments and houses which are ready for habitation. It is somewhat shocking, therefore, that according to the most recent figures I...
