Charlie McConalogue: ...target. They require transformational change. To put it simply and bluntly, the target for agriculture is anything but business as usual, and will require transformational change. I very recently brought forward legislation which will see the introduction of a national fertiliser database in the coming months. I would like to touch first on the inputs and additives strand. This will...

Charlie McConalogue: ...and sampling are also required. We must do the right thing at the right time to ensure that what we are doing actually works and will work into the future. The structure of lines of supply is going to be important. We must ensure that where people purchase product remains open to them and that competition remains in the market. We want to achieve a situation where people purchase less...

Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2023: Second Stage (14 Feb 2023)

Charlie McConalogue: I move: "That the Bill be now read a Second Time." The Bill, which I am pleased to bring forward, legislates for two areas. The first part seeks to modernise the area of veterinary medicines and medicated feed. As Deputies may be aware, at EU level last year, we saw the implementation of two new regulations in this area. The Bill will reinforce those regulations in Irish legislation in a...

Vote 30 - Agriculture, Food and the Marine (Revised)
(8 Feb 2023)

Charlie McConalogue: ...Coillte being able to directly benefit from premiums, that was the situation that was clarified in 2004, I believe. We have been clear regarding the fact that in terms of how Coillte is supported going forward to do afforestation we want that to be working directly with the State and with farmers. We are exploring ways that can happen with Coillte and we will also engage as appropriate...

Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2023
Vote 30 - Agriculture, Food and the Marine (Revised)
(8 Feb 2023)

Charlie McConalogue: It is my view that we will continue. There are many ways in which we can engage and we are engaging closely with Coillte at the moment and will step that out. The shareholder letter as we go forward will then reflect the pathway we want to take. We are engaging very closely with it.

Charlie McConalogue: ...will be scheduled for a full herd level test. In addition, my Department has indicated that subject to certain conditions, it will facilitate herd owners in moving their scheduled annual herd test forwards or backwards, to align the tests with their selling intentions. If a farmer wishes to re-schedule their annual herd test they should contact their Regional Veterinary Office in advance...

Inshore Fishing: Motion [Private Members] (25 Jan 2023)

Charlie McConalogue: I will move on and deal with the issues here. The Government has been committed to supporting the inshore fisheries sector in specific ways, including ensuring inshore waters continue to be protected for smaller fishing vessels and recreational fishers and that pair trawling will be prohibited inside the six-mile limit. I am very supportive of this objective. I met specifically with the...

We will be concise and to...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forestry Policy and Strategy: Department of Agriculture, Food and the Marine (25 Jan 2023)

Charlie McConalogue: .... It played a massive role in getting forestry up and running in this country and being a key driver in developing forestry. In 2004, it stopped doing afforestation. Forestry has not been in a good place in recent years and we want a real step change in developing the potential for forestry and particularly enabling its capacity to contribute to climate change. In its strategic...

Charlie McConalogue: I have been very clear to that the way we want to go forward is for Coillte to work with the State. I have asked them to reflect on how we can do that in a way that will work well. We will then look at the state aid to try to make that work, to see how that will work, how it will fit into that and address all that. That is the way we will go forward. If there will be an updated letter, it...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forestry Policy and Strategy: Department of Agriculture, Food and the Marine (25 Jan 2023)

Charlie McConalogue: ...House. For future afforestation, we want Coillte to do that working with the State and with farmers. We are looking at all the aspects that will be necessary to make sure that is the way we can go forward. We will continue to engage with the committee on that too to step that out.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forestry Policy and Strategy: Department of Agriculture, Food and the Marine (25 Jan 2023)

Charlie McConalogue: It is important to recognise that Coillte entered into this following its remit. The way we want to go forward and support Coillte is clear. We are very open to ideas and suggestions from the Deputy and other members of the committee about the type of structures, arrangements and partnerships we can put in place that will enable farmers and the State to work and support Coillte.

Forestry Sector: Motion [Private Members] (24 Jan 2023)

Charlie McConalogue: ...with farmers. We are also looking at how we can work with it on how the State can work more closely with it as well. There has been the Sinn Féin motion this evening and we will have a really good engagement and discussion at the committee tomorrow, where there will be a lot more opportunity for over and back and discussion. That will be very good. Looking at the Sinn Féin...

Confidence in Minister for Housing, Local Government and Heritage: Motion (13 Dec 2022)

Charlie McConalogue: I rise to vote confidence in the Minister for Housing, Local Government and Heritage because this is a Minister who is making a real impact in Government and has delivered an exceptionally radical plan in the Housing for All strategy. This is the most radical plan in the history of this State in terms of delivering housing. It has delivered 28,000 new homes this year, which is its first...
