Industrial Development (Science Foundation Ireland) (Amendment) Bill 2012: Second Stage (Resumed) (17 Apr 2013)

Tom Barry: I welcome the opportunity to speak on this Bill. As a research graduate in biochemistry in University College Cork, I do understand the area. I must criticise the contribution by Deputy Boyd Barrett because I do not like people who make assumptions based on what they read in the newspapers. He said that nobody in the House understood this matter, but I am afraid to say he is completely...

Health Service Executive (Governance) Bill 2012 [Seanad]: Second Stage (Resumed) (6 Mar 2013)

Tom Barry: I welcome the opportunity to speak on this Bill. The Government is committed to the eventual dissolution of the HSE. However, this is a complex process which will take time and this Bill is a transitional measure along that path. The Bill is all about accountability and its aim is to make the HSE more directly accountable to the Minister for Health. The provisions of this Bill will see...

Written Answers — Department of Transport, Tourism and Sport: Road Network (5 Mar 2013)

Tom Barry: To ask the Minister for Transport, Tourism and Sport if he will confirm that the proposed motorway, the M20, has been shelved indefinitely and that landowners affected by the proposed development will now be free to apply for planning permission, unrestricted; also, with industrial development of €150m in Mallow town, if he has made contingencies for the €25m required for a...

Finance Bill 2013: Second Stage (Resumed) (21 Feb 2013)

Tom Barry: I wish to deal with a few aspects of the Finance Bill. I will start on section 19, which deals with the tax treatment of farmers. I welcome the extension of the stock relief. This, especially the 100% stock relief for young trained farmers, is comforting news to the agriculture sector. These are measures which mean a great deal in the farming scene. The Bill also mentions that these...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Pre-Council EU Developments: Discussion with Department of Agriculture, Food and the Marine (21 Feb 2013)

Tom Barry: I thank the witnesses for attending. Can they develop some points on questions I asked previously on greening? Has anything been done in respect of the situation in which tillage farmers find themselves at a disadvantage with the screening proposal and the ploughing of permanent pasture? I remind the witnesses of the important example I gave previously in which, if a farm comes up next to...

Mortgage Restructuring: Motion (Resumed) [Private Members] (20 Feb 2013)

Tom Barry: I wish to contribute on the issue of mortgage distress, something with which I have been involved for quite a while. Set into the Irish psyche is the need to own one's own home. This desire was probably ingrained from Famine times when the Tenant Right League began to demand the three Fs, namely fair rent, free sale and fixity of tenure. The rush of a new generation to buy a family home...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) (19 Feb 2013)

Tom Barry: I have a question on an appurtenant. Has anybody an opinion on a farmer renting an appurtenance on lowlands and uplands?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) (19 Feb 2013)

Tom Barry: I thank Mr. Mullins for his response but it creates such uncertainty that nobody will risk it. Perhaps the issue of an appurtenance needs to be examined. The reality is that a farmer will lose all his or her payment, which is not the basis of doing business.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) (19 Feb 2013)

Tom Barry: I have seen one example in particular and I was quite surprised at the outcome. The person did not go out to break the law and there was no intention to break the rules but obviously his claim did not conform with the rules. The person is now in a very difficult situation. I would hate to see anybody else getting stuck in it, especially when one is talking about commonage.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) (19 Feb 2013)

Tom Barry: My worry related to what would happen if we got a blanket dispersal of lands, with all lands theoretically paying the same. If the dormancy issue means the claims rate is just 63%, as has been suggested, we will not take all the payments we are looking for. I am talking about the future rather than the past.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) (19 Feb 2013)

Tom Barry: Okay.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) (19 Feb 2013)

Tom Barry: I was afraid that-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) (19 Feb 2013)

Tom Barry: I would like to make a few points about grazing. The officials have said that grazing is the answer. I have come across an obstacle that is discouraging people from taking land in higher grazing areas. I refer to upland areas that are tied by appurtenant areas to lowland areas. I have come across the case of a chap who was taking one of these areas for many years. It was news to me that...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) (19 Feb 2013)

Tom Barry: I thank the witnesses for the presentations, which were very interesting. I seek to balance the argument on Common Agricultural Policy reform a little. The stark reality is that there is land abandonment in one part of the country and land scarcity in my part of the country. Unfortunately, people cannot get their hands on it, and I know the witnesses are hearing day in and day out about...
