Seán Fleming: The public system of waste management is fundamentally flawed because I do not believe people at Government level. The fact is that even Mr. Griffin, the Secretary General of the Department, cannot tell me. I am not being personal; I am saying it is endemic in the system not to want to know. The Department does not ask those kinds of questions, it just issues licences and there it goes.
