Written Answers — Deportation Orders: Deportation Orders (13 Dec 2005)

Barry Andrews: Question 370: To ask the Minister for Justice, Equality and Law Reform the factors which are considered in an application for leave to remain on humanitarian grounds. [38657/05]

Written Answers — School Management: School Management (13 Dec 2005)

Barry Andrews: Question 435: To ask the Minister for Education and Science if the board of management of a school or her Department are the employer with regard to the transitional agreement 2005 under the Protection of Employees (Fixed Term Work) Act 2003. [38807/05]

EU Services Directive: Motion (Resumed). (26 Jan 2006)

Barry Andrews: I would like to start by describing the dangerous position that exists in Ireland in terms of our attitude to the European Union. We are on the brink of becoming a net contributor and people are beginning to get anxious about the implications and question reflectively anything coming from the European Union. We are as wedded to it as we used to be because by 2013, the next round of financial...

EU Services Directive: Motion (Resumed). (26 Jan 2006)

Barry Andrews: If "race to the bottom" means anything in the context of the current debate it means political parties flying kites that appeal to the baser instincts of ordinary people, excluding people from the Irish workforce and rolling back on the basic rights contained in the Treaty of Rome, not to mention the more recent directives on workers' freedom of movement. That is what is wrong about the...

Competition (Amendment) Bill 2005 [Seanad]: Second Stage (Resumed). (1 Feb 2006)

Barry Andrews: I agree to an extent, competition is a false god worshipped by some. It has distorted our views of the economy and society, two words I use deliberately because they do not mean the same thing. Deputy Michael Higgins criticised the Competition Authority, talking about workers who are not always in the marketplace, such as actors, and the way in which the authority has dealt with their issues....

Competition (Amendment) Bill 2005 [Seanad]: Second Stage (Resumed). (2 Feb 2006)

Barry Andrews: I wish to share time with Deputy Peter Power.

Competition (Amendment) Bill 2005 [Seanad]: Second Stage (Resumed). (2 Feb 2006)

Barry Andrews: As I was saying yesterday, I believe stronger enforcement measures need to be included in the Bill to enable the Competition Authority to engage in more criminal prosecutions in the types of cases in question. It is extremely difficult for a supplier to take a case itself because it would naturally upset its relations with retailers. This is a very serious problem. The consumer strategy group...

Finance Bill 2006: Second Stage (Resumed). (8 Feb 2006)

Barry Andrews: I thank the Minister of State for his comments. I wish to address two issues in which I have taken an interest — child care and pensions. Like the Minister of State, I welcome the proposals which will make a great difference to people struggling to manage their domestic and working lives. The Bill contains some imaginative and useful proposals. I hope in future we can expand the...

Written Answers — Tax Code: Tax Code (9 Feb 2006)

Barry Andrews: Question 108: To ask the Minister for Finance the implications for the Revenue Commissioners of abolishing the two different types of diesel; and his views on whether there should be a rebate system for vouched fuel used for agricultural machinery in view of the extent of the activity in fuel laundering and the damage to the environment from the by-product of this activity. [4771/06]

Rent Supplement: Motion (Resumed). (15 Feb 2006)

Barry Andrews: I welcome the Labour Party motion. I always pay attention to what my colleague in Dún Laoghaire, Deputy Gilmore, has to say, having shared council time with him many years ago. On this occasion a selective series of facts was brought before the House to prove a conclusion that had already been reached. It was an unscientific extrapolation of a theory that was highly political in its...

Rent Supplement: Motion (Resumed). (15 Feb 2006)

Barry Andrews: House price inflation has reduced significantly in the past eight years. That is the kind of fact it would have been appropriate to mention.

Rent Supplement: Motion (Resumed). (15 Feb 2006)

Barry Andrews: That may be the case.

Rent Supplement: Motion (Resumed). (15 Feb 2006)

Barry Andrews: This Government has built 80,000 houses per annum since it came to power. We have built record numbers of houses.

Rent Supplement: Motion (Resumed). (15 Feb 2006)

Barry Andrews: It is ungenerous, unfair and inaccurate to leave out these facts when making a statement on housing. We are the envy of our European neighbours and the Deputy knows that, as well as I do. Much of what is now being said in this unruly fashion is designed purely for political ends.

Rent Supplement: Motion (Resumed). (15 Feb 2006)

Barry Andrews: People can afford them and many are buying houses. More important, in the period 2001-04 average rents in Dublin came down and that was not referred to by any speaker.

Rent Supplement: Motion (Resumed). (15 Feb 2006)

Barry Andrews: This is a fact and I will give the figures if the Deputy wants to listen to me. If the Deputy wishes to hear the sound of his own voice he will have the opportunity in a short while. In Dublin, from an index of 104 in January 2002 the rental property index is down to 89 in January 2005. Outside Dublin the average rental per month in 2002 was €975, but was €750 in 2004.

Rent Supplement: Motion (Resumed). (15 Feb 2006)

Barry Andrews: I can make the figures available to the House just as Deputy Gilmore gave figures yesterday. I do not claim this means the Government has achieved anything in particular. The slump in the rental property market is recognised by almost everybody.

Rent Supplement: Motion (Resumed). (15 Feb 2006)

Barry Andrews: Perhaps the Deputies are not aware of the reduction in prices in the rental property market but it is widely acknowledged.

Rent Supplement: Motion (Resumed). (15 Feb 2006)

Barry Andrews: We may have shared time on a local council but this concerns the whole of Dublin and the whole country, rather than the specific examples Deputy Gilmore gives. It would be helpful if Deputy Gilmore had referred to the achievements of the Minister for Social and Family Affairs in tackling the issue of those who are unable to get back into employment because of rent allowance. That is why I...
