Seanad: Nithe i dtosach suíonna - Commencement Matters: Mayoral Election (30 May 2024)

Martin Conway: Before I call on Senator Lombard, I welcome Maebh Doyle to the Public Gallery. Maebh is a transition year student from Bandon, County Cork, who is spending this week with Senator Lombard. I sincerely hope she is having a good week in Leinster House and that she sees how hard politicians work and how democracy operates. I also hope she will choose politics as a career because, in spite of...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Mayoral Election (30 May 2024)

Martin Conway: I thank the Minister of State. The experience of democracy we are going to see in Limerick in the next couple of weeks will be very interesting. Once it is over the line and we see the Mayor of Limerick in operation and that person fulfilling his or her mandate, every county will want a directly elected mayor. I thank Senator Lombard.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Human Rights (30 May 2024)

Martin Conway: Thank you, Senator Byrne. I thank the Minister of State for his time in taking all the Commencement matters. We know how busy he is so his time in the Seanad is appreciated.

Joint Oireachtas Committee on Health: Health Service Executive: Chairperson Designate (29 May 2024)

Martin Conway: I thank Mr. Devane very much and congratulate him on his reappointment. Clearly, given that he has been reappointed, the Government feels he has done a good job. That is a very strong vote of confidence in him. Why would the Government not reappoint him? Mr. Devane managed a very difficult health emergency and all involved in the HSE and Department of Health have to be commended because...

Joint Oireachtas Committee on Health: Health Service Executive: Chairperson Designate (29 May 2024)

Martin Conway: Mr. Devane stated that one of the more pleasant elements was going through the pages of Sláintecare. He must be disappointed at the lack of progress in that regard, in spite of the pandemic. We understand that a pandemic causes difficulties, but he must be frustrated regarding the snail’s pace of progress relating to Sláintecare.

Joint Oireachtas Committee on Health: Health Service Executive: Chairperson Designate (29 May 2024)

Martin Conway: I represent the mid-west, including County Clare, where a particular pressure point, namely UHL, has received significant media attention and attention from this committee and others. Has Mr. Devane’s board met in UHL? Has he walked through UHL and been briefed by its senior management?

Joint Oireachtas Committee on Health: Health Service Executive: Chairperson Designate (29 May 2024)

Martin Conway: Mr. Devane is probably aware that the Minister, Deputy Donnelly, requested HIQA to carry out a very specific review of emergency care and the provision of emergency supports in UHL. What is the HSE’s view on that? Did it feel the review was necessary?

Joint Oireachtas Committee on Health: Health Service Executive: Chairperson Designate (29 May 2024)

Martin Conway: Does Mr. Devane not feel the Minister undermined the HSE’s position by bringing in HIQA, a separate agency, to carry out the review, given that in 2013 an expert group from the HSE went to the hospital and made recommendations? On 6 April 2024, just before members of this committee went to UHL, the HSE sent in a support team and there were measures announced. Does Mr. Devane believe...

Martin Conway: I will add to that as well-----

Joint Oireachtas Committee on Health: Health Service Executive: Chairperson Designate (29 May 2024)

Martin Conway: I just forgot to say that part of the brief given to the REOs was to carry out a review of capacity. Would Mr. Devane not feel that HIQA is undermining this undertaking?

Joint Oireachtas Committee on Health: Health Service Executive: Chairperson Designate (29 May 2024)

Martin Conway: Sure.

Joint Oireachtas Committee on Health: Health Service Executive: Chairperson Designate (29 May 2024)

Martin Conway: Absolutely. There has been major investment. I appreciate Mr. Devane's time. I wish him the very best of luck. Of all the appointments that come before this committee, this is clearly the most important from the perspective of the health of our people and our country. It is in everyone's interest that Mr. Devane leads a good board and does a good job. I wish him well in that endeavour.

Joint Oireachtas Committee on Health: Health Service Executive: Chairperson Designate (29 May 2024)

Martin Conway: Can I ask a specific question?

Committee on Scrutiny of Draft EU-related Statutory Instruments: Engagement with Minister of State at the Department of Foreign Affairs (23 May 2024)

Martin Conway: Apologies have been received from Senators Maria Byrne, Niall Blaney, Maria Sherlock, Lorraine Clifford-Lee and Michael McDowell. The purpose of today's meeting is to have an engagement with our new Minister of State with responsibility for European affairs, Deputy Jennifer Carroll MacNeill. Committee on Scrutiny of Draft EU-related Statutory Instruments: Engagement with Minister of State at the Department of Foreign Affairs (23 May 2024)

Martin Conway: I thank the Minister of State very much for her opening statement. We very much agree with her enthusiasm and commitment and a very achievable target to have all of our EU directives transposed into Irish law by 1 July 2026. I now invite colleagues to ask any questions they see fit and I start with Senator Higgins, please.

Committee on Scrutiny of Draft EU-related Statutory Instruments: Engagement with Minister of State at the Department of Foreign Affairs (23 May 2024)

Martin Conway: I thank Senator O’Reilly. I take this opportunity to commend him on his continuing work on behalf of our country in the Council of Europe. It is a very important body that has done enormous work over the years and the Senator has played an integral part of that, particularly during his period as vice president of that august body. I now invite the Minister of State to make a couple...

Committee on Scrutiny of Draft EU-related Statutory Instruments: Engagement with Minister of State at the Department of Foreign Affairs (23 May 2024)

Martin Conway: The Minister of State is a breath of fresh air. I would expect nothing else from her, having known her for many years. Our Leas-Chathaoirleach was chairing the Seanad during the Order of Business, so he was unavoidably not present for the Minister of State’s opening statement. However, given the fact that he played such a key role in the formation of this committee, I will ask him...

Committee on Scrutiny of Draft EU-related Statutory Instruments: Engagement with Minister of State at the Department of Foreign Affairs (23 May 2024)

Martin Conway: My understanding from the brief we gave the Minister of State was that it was an introductory meeting. Senator Daly's proposal is that we would invite the Minister of State in again next month, and maybe at that stage we could deal with specific issues.
