The minister says that "The Deputys questions suggest that there is a lack of consistency with regard to the issue of consent for separated parents between national guidelines developed by the HSE and those being operated by individual hospitals at local level". The documents http://www.stateclaims.ie/ClinicalIndemnityScheme/publicatio..., http://www.immunisation.ie/en/Downloads/PDFFile_15165_en.pdf and http://www.hse.ie/eng/services/Publications/services/Childre... are inconsistent in relation to the respect of the right of children to have both Legal Guardians act jointly on their behalf but this inconsistency was not explained.
