Question 6: To ask the Minister for the Environment; Heritage and Local Government the changes he will make to the system of bonds, whereby, local authorities would in future normally insist on a requirement that bonds remain in place until the housing estate is taken in charge by the local authority, or in the case of apartments, until the development is complete and transferred into the control of the managing authority; the number of local authorities who have not insisted on such a practice to date; the number of housing and apartment developments involved; and if he will make a statement on the matter.
