The Minister could still have done what he is doing now. Instead of using the €2.5 billion provided for in the NAMA business plan to pay smart accountants to go through the files one by one, he could have done what he now proposes, namely, take a tranche of loans, sample it, arrive at a discount and proceed with the transfer.
