Fergus O'Dowd (Louth, Fine Gael)

In view of the fact that the flash floods caused such chaos in Dublin last night and people were warned on RTE this morning not to leave their homes except for emergencies, why has the Dublin Transport Authority Act 2008 not been implemented? It was promised that the chief executive would be in place by January of this year. When will the Dublin Transport Authority be in place to deal with these emergency situations?
