For argument's sake, directly would be I could be living adjacent to the proposed development or the site that is directly in the area. Indirectly materially affected may mean someone has familial ties to the area. There may be an environmental issue where it is appropriate that an environmental NGO would be able to show that it is materially affected by the matter based on the remit it has but they do not to live adjacent to it. How is that determined? That would be determined at the discretion of the court. We are not defining it. It would be discretionary and would be adjudicated on as to whether someone is directly or indirectly materially affected.
