I move amendment No. 732:

In page 267, between lines 23 and 24, to insert the following: "(4) Where the deciding authority proposes to grant such a permission, and before that decision comes into effect, the decision will be published in a public notice and any person may make an observation in writing to the authority on their decision, which shall be considered prior to a final decision being made.".
