It is not a case of seeing a link but I am making a comparison between how different groups are treated. We deal with people every day of the week. We are there to represent them. At the moment medical card reviews are causing major hardship and anxiety to a large cohort of the population.

Is Mr. O’Brien saying that if the organisations can prove the validity of the top-ups, the HSE will knock on the door of Dr. McLoughlin in the Department to say a top-up is required and to pay the top-ups?
