Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Proposals (29 May 2024)

Jackie Cahill: I thank Dr. Ryan. In the context of applying electric currents to dogs or cats being prohibited, Dr. Ryan stated, "It is important to note that this will not affect collars linked to boundary fences". Is that not contradictory? At a boundary fence, it is a shock that stops them going out on the road or the ditch or whatever.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Compliance with the Nitrates Directive and Implications for Ireland: Discussion (Resumed) (29 May 2024)

Jackie Cahill: Witnesses giving evidence from within the parliamentary precincts are protected by absolute privilege with respect to the evidence given to a committee. This means that witnesses have a full defence in any defamation action of anything said at a committee meeting. However, witnesses are expected not to abuse this privilege and may be directed to cease giving evidence on an issue. Witnesses...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Compliance with the Nitrates Directive and Implications for Ireland: Discussion (Resumed) (29 May 2024)

Jackie Cahill: Thank you, Mr. Mulvihill. On the last point, it is not just derogation farmers in the livestock sector. Every farmer with livestock has a part to play, but water quality is most definitely impacted by many other things besides farming enterprises. Against that, we have to make sure we can present the best case possible for the derogation. A point you made forcefully in your statement is...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Compliance with the Nitrates Directive and Implications for Ireland: Discussion (Resumed) (29 May 2024)
